Over 2800 MSMEs benefit from capital subsidy scheme

More than 2800 MSME units have benefitted till date this fiscal from the Credit Linked Capital Subsidy Scheme (CLCSS) under which capital subsidy at 15 percent of value of plant and machinery is provided on loans up to Rs.1 crore, said Union Cabinet Minister for Micro, Small and Medium Enterprises Virbhadra Singh on Thursday.
In a written reply to a question in the Lok Sabha, Singh informed that 2842 MSME units have been benefited under CLCSS in 2012-12 (as on March 22, 2012), with Gujarat having the highest number of beneficiaries (767), followed by Karnataka (380) and Maharashtra (309).
The minister added that the beneficiaries that are eligible under the Scheme include sole Proprietorships, Partnerships, Co-operative societies, Private and Public Limited companies in the Micro and Small Enterprises sector.
“Industries graduating from small scale to medium scale on account of sanction of additional loan under CLCSS are also eligible for assistance,” he added.
He also mentioned that the units covered include existing and new units registered with the State Directorate of Industries, setting up or upgrading their facilities with technology listed under the Scheme guidelines.
“The Scheme applies to projects where term loans have been sanctioned by the eligible Primary Lending Institutions (PLI) on or after September 29, 2005. Machinery purchased under Hire Purchase Scheme of the National Small Industries Corporation Ltd. (NSIC) is also eligible for subsidy under this Scheme,” he said.

With respect to the captioned subject we shall like to bring your kind notice that the we had made an application for CLCSS subsidy through the PLI corporation Bank; however the said application was written back by the SIDBI, stating that the documents have not reached within the extended stipulated time i.e. 15th June 2012. However we had submitted all the documents well in advance. i.e. in the early third week of March 12 to corporation bank, Surendranagar Branch. Further we had inquired with the SIDBI Lukhnow officials regarding the above referred documents; however the said documents did not reach SIDBI Lukhnow within the stipulated time of 31st March. Further we had correspondence with the SIDBI officials in this regard and they suggested us to send the documents before 15th June 2012. So, once again we had submitted all the documents on 8th June 2012. However once again the said documents did not reach on time and file was rejected. It is very unfortunate on the part of corporation bank that twice the documents did not reach on time. We had earlier also requested Corporation Bank to do the needful in this serious matter at the earliest. With regret we have to say that we have not heard from anything concrete from Corporation Bank in this matter. So, we are kindly requesting you to do the needful in this matter since we are losing out on the subsidy of 4.37 lacs without any default from ours.
Please treat this matter as urgent and do the needful.

You should apply within 90 days from last instalments of term loan. for the year 2011-12 cut-off date before you have file your application. Your are advised to confirm last date as per CLCSS norms for the same....

a circular was released on 16th march'12 that reached banks on 21-22
march'12 whereby loans whose reference date falls between 01-10-2010 to
31-12-2011 were allowed to submit claims subject to the condition that
claim should reach ministry by 31-03-2012. this was an impossible target
considering that claim is routed from the branch to regional offices
zonal offices and then nodal branch and then via sidbi to lucknow.
eventually who was benefited is anybody's guess.
further to add to the woes, reference date
falling between 01-01-2012 to 31-03-2012 were required to submit claims
by 07-04-2012, which was again another almost impossible target.
we request the honored minister sir to look into the matter.
sir on the face value it looks like an attempt to cut short the benefits
for small enterprises. compared to benefits recd by large enterprises
under tufs scheme of the ministry of textiles, benefits received under CLCSS are miniscule yet they are being cut short by some or other
regulation that keeps on coming in. we request the honored minister sir
to extend his support to the small sector industries
