The government has set a target to double India's merchandise exports in the next three years from 2011-12 to 2013-14 to USD 500 billion. This target, which requires around 28 percent export growth per year, does not seem unachievable when we look at our export trends in the recent years. However, I think that we have the potential to achieve far more than we have yet imagined. Our states can play a crucial role here.

If we look back, it becomes clear that India's exports have come a long way in the last two decades. A number of factors have helped achieve this growth. But despite this fact, when we compare our export figures with that of China's or some of minnows like Thailand, it becomes clear that a large and resource-rich country like us is nowhere near achieving its true potential. To change this situation, we need many efforts, one among them is certainly helping our states to achieve more exports individually.

Measuring export potential of the individual states, needless to say, is a difficult proposition because, to start with, we do not have a good mechanism to find out India's state-wise and regional exports data. Secondly, different states involve different levels of development, potential, awareness level and facilities available. These factors need to be analyzed carefully to start with. The government, while determining trade policies for exporters, must not forget this area.

While our export activities are still concentrated to some select fields and regions, there are many states which are comparatively lagging far behind, some even lacking the least amount of awareness, without which no infrastructural facilities, export incentives or policy measures can hardly help. Here we need a collaborative effort from the Centre and the state governments.

I am not saying that the government should shift focus from the 'mainstream' exporters. But I am saying that we have more to explore within ourselves. The government should focus on inclusive export growth - the growth of export sectors from different states of the country. This will certainly give a unique dimension to India's economic growth.

I quote what you say "But despite this fact, when we compare our export figures with that of China's or some of minnows Thailand, it becomes clear that a large and resource-rich country like us is nowhere near achieving its true potential" you are 100% right!!! I believe one of the reason is the lack of understanding and ability your people (mainly CEO's) have regarding how to make business in other parts of the world. At least in Latin America you are lost... To get an ASAP answer from your companies might take weeks!

Good news. Entrepreneurship booming in India to become global. Thus, Definitely we can achieved the target, however strong Govt support needed to ease the export, especially to new entrepreneurship/ SMEs.

exports
Dr.Jaswant Singh | Wed Dec 14 06:53:04 2011
RMC is major problem. export chemicals needs very high standard in quality which lacks in Indian small scale industries or the technologies are very costly. Indigenous technologies developed by individuals is not supported by industries nor help comes from any govt. agencies. Any such declared policies exist only on papers and without any financial supports the the innovative ideas /experiments die without fruitful contribution to oneself,to industries & country. We Indians have the best brains but no financial supports as available in foreign countries.

Sir what u said is correct not for export for local market supply also it is very tough to fight with big MNC's and big business peoples because they r compromising with Govt officials. We r facing problem for the past 6 months to market our product with Govt of India but unable to finish Govt sanction and license asking unwanted papers to avoid us. My mob no:09962421662

PRALHAD RATHI | Wed Dec 14 06:27:10 2011
INDIANS HAVE HUGE ENERGY DRIVE AND EXCELLENCE BUT POOR LEADERSHIP FOR LAST 60 YRS. HENCE ALL THIS ISSUES. ALL GOVT AGENCIES MUST BE EXPORT ORIENTED AS THEIR IS GOOD VALUE ADDITION IN EXPORTS, STATES MUST GROW ENTREPRENEURSHIP WITH ENCOURAGEMENT

States are right. As states prosper more the rest will function automatically. There are so many measures which they should take for more conducive growth for the people and society.

But what products from which state? And how do we compete?
Vinay | Tue Dec 13 21:27:06 2011
Just to cut to some detail here, I am an entrepreneur who wants to manufacture lifestyle accessories made by both high quality mass and craft based manufacturing methods. The demand environment is Good, and supply is currently being met by, what else, the great China dump machine, which is pushing down both average quality and price. How does one compete with the opportunistic traders and the capacity of China? Most of my manufacturing ecosystem does not have access to the quality of materials we need, and nor do they have have workers with the skills we need to create something lifestyle grade. I live in Bangalore and would like an ecosystem close by, but am willing to look and possibly even invest in any state that is forward with its consumer grade manufacturing. The question is which one?

Inclusive export growth: States need to play greater role
P.jain | Tue Dec 13 18:17:27 2011
It is difficult to get Free Sale Health Certificate in India. It took one month for me to find from where we should get the certificate and when I found out the way, as it normally happens in India was asked to go from here to there and it took two months when I was in the process of getting the health certificate, and at that time the buyer backed off due to the delay. I was on the verge of getting 60 tons of order, though small it just illustrate the problem we are facing..

What is the break up of 500 Billion dollar?
Praveen Kulkarni | Tue Dec 13 14:08:33 2011
Please highlight the demand for 500 Billion Dollar market with products, countries, sector specific, commodity specific, so that exporters can focus and make it happen on a holistic way. If necessary, we can form a team and augment the exports giving room for many exporters to ensure quality product with On time delivery.... simply guessing a number with out a back up data or hiding for specific companies interest with License raj or information filtration etc will not work as many importing countries do not have good economic conditions and if they fail in making payments, then, how to de-risk our Indian exporters at B2B level with collaterals from the respective Government organisations...Company like ours are waiting for a common platform wherein the cake shall be shared rather than allowing few to share and then make a mess and spoil India's name, quality and fail to deliver...

Dr J K Nigam | Wed Dec 14 07:02:39 2011
We agree with you sir. The knowledge of potential export products, destination, easy reach to buyers and safe transaction is needed. These are the areas where SMEs/ new entrepreneurs find themselves helpless.
