Underlining the urgency to fight corruption in public life, Prime Minister Manmohan Singh Sunday said it is the right time to move decisively in this direction.
He also said the "immediate challenge before the government was to sustain high growth while keeping inflation in check".
Addressing a two-day conference of governors that concluded in New Delhi, the prime minister said, "The government was committed to take all possible measures to curb corruption in administration and deliver good governance to the citizens."
Stating "efforts for rapid progress and development can have their full impact only if corruption is curbed," the prime minister urged the state governments "to enact a law to bring more transparency and accountability into procurement systems" on the lines of the centre.
Observing that "high food inflation has been a particular cause for worry in the recent months", the prime minister said in the long term the "key to tackling rising food prices lies in increasing productivity and production in agriculture and allied sectors".
"We need a second green revolution that is inclusive," he said.
Talking about the challenges to the maintenance of law and order and controlling terrorism and Left wing extremism, he stressed the need to check Left wing extremism from spreading to additional areas of country.
"Better policing and development have to be twin engines of a coordinated strategy to curb Left wing extremism," said the prime minister.
He asked the governors to take active interest in pursuing development plans of scheduled areas besides toning up quality of higher education, in their capacity as chancellors of universities.
Making a mention of ragging in educational institutes, the prime minister said governors have a special responsibility to root out this menace.

Dr Manmohan Singh is Now thinking, this is the right time to curb corruption? Before this time, was it not? When the corrupt politicians have been looting this country for years, he thought it was not the right time to talk of rampant corruption? When most of the politicians like Mayawati, Jaylalitha, Karuna nidhi and family, Sharad Pawar and family,Hasan Ali,Raja,Lalu Prasad, Mulayam Singh, Amar Singh, Harshad Mehata, Telgi, Quotrochi,and many others from his party have been looting this country, he thought it was not the right time to send them to jail? When civil society people came on the streets and demanded STOP the LOOT, he is now thinking this is the right time to curb corruption? Dr Manmohan Singh's majority ministers are corrupt and characterless. They have been looting this country for the past 65 years. Today the PM says this is the right time to curb corruption when Billions and billions of Rupees are looted and parked in the safe heavens? This shows, he let all his ministers loot this country and when people have started demanding accountability,he thinks, only thinks, this is the right time?? Or he he is worried, people will throw his government out. Enormous damage is done to this country because of his style of working which is like a puppet with his high command. Many doubt about his honesty now. He has lost his credibilty.But this country has lost valuable time to become one of the most powerful countries in Asia. We have missed the bus.
