The Ministry of MSME, in collaboration with the Federation of Indian Chambers of Commerce & Industry (FICCI), is likely to set up an IPR (Intellectual Property Rights) monitoring cell to help SMEs in the area, a FICCI official said on Monday.

"The cell is supposed to help the small and medium companies for all their queries and service that they need in respect of intellectual property. And, this will be operational shortly. We hope to service the SMEs in that respect," said Advisor to Secretary General, FICCI, V.K Topa in a conference in New Delhi.

He viewed that SMEs need support and guidance for intellectual property rights, which will help them to enter in the foreign markets.

In a discussion paper released on the occasion, FICCI viewed that Indian companies especially the small and medium enterprises (SMEs) need to be promoted and guided to enter in the foreign markets.

The report said that it is requisite for Indian companies to understand and be exposed to the practices and the level of technology, which are prevalent in foreign countries.

Moreover, in order to to encourage such a move it is essential for Indian companies to enter in to joint training exercises with various countries and should also ensure that Indian talent pool gets opportunities to work on ongoing projects that are of scientific relevance, the report stated.

The report also proposed for a public private partnerships (PPP) that should be encouraged to maximize the utilization of resources and development of the industry.

Earlier, it was informed by the Ministry of MSME that the government has set a target to set up 40 facilitation centers for making MSMEs aware of Intellectual Property Rights (IPR) all across the country by the end of the 11th five year plan. Of these, 10 facilitation centers have already been established in different parts of India boosting awareness about the IPR regime.

Commenting on importance of intellectual property rights, Rajinder Pal Singh, Secretary, Department of Industrial Policy and Promotion (DIPP), Ministry of Commerce and Industry said that India should address the issue of the IPR regime.

He said, "This is one area which is important for developing countries and if we want to sell IPR to the public and politicians in India then we must address these issues."

"We should think of a way of preparing guidelines for 'licensing' but should also know what kind of guidelines should come into force? What is the possibility of such guidelines within our patent law?" Singh added.

He also pointed out, "...we need to come up with some fair system where this kind of criticism disappears. Second, we have to also tell the people that how other countries have made use of the IPR regime in order to come up and develop their economies."

"India cannot ignore this issue. And, IPR regime has to be good and as well as innovative," the DIPP Secretary added.
