The Federation of Indian Export Organisations (FIEO) on Sunday met the Director General of Foreign Trade (DGFT) in New Delhi and suggested a slew of measures to boost export in the current fiscal which is set to show marginal decline in 2009-10.

"Research & Development activities which have been on the backseat of the Indian companies needs to be encouraged," said FIEO President A Sakthivel commenting on the shortcomings of the sector.

He urged the DGFT to include appropriate schemes in the revised Foreign Trade Policy to focus and encourage R&D activities in the export sector.Such government support, he added, for R&D will be WTO compliant.

"Other areas which needed to be looked into to add competitiveness to the export industry were technology up-gradation, product improvement and skill development," Sakthivel added.

The FIEO chief also discussed the issue of Rupee appreciation, a major cause of concern for exporters, which has already inflicted heavy losses.

He advocated the need for state based export policies as local support for the growth of SME and Export Oriented Units as also from the Central Governments is very important.

On agri exports, FIEO suggested the DGFT to have long and medium term agri policies. Sudden switching on and off export of agri commodities did really harm India’s exports, it viewed.

Sakthivel also urged the DGFT to make provisions for reimbursement of fuel cost to the exporters, which add to the competitiveness of Indian exports, under all duty remission/exemption schemes to all manufacturing units having their captive power plants or using own generating sets.

In order to help the exporters to focus on marketing and product development, which is the core job of the exporters, the industry body asked the DGFT to resolve hurdles involved in claiming of refund of service tax on output services and suggested to effect exemption of such taxon all services pertaining to exports.

Besides, FIEO suggested, introduction of 'zero' duty EPCG Scheme to all sectors to boost production and exports of manufactured goods, effective EDI environment which largely contributes to growth, rewarding Status Holders in their exports efforts and the need to modify MDA Scheme so as its benefit is extended to all exporters without any threshold limit.
