MSME Ministry proposes new scheme

The Ministry of Micro, Small and Medium Enterprises (MSME), has proposed to introduce a new scheme titled 'Prime Minister's Employment Generation Programme (PMEGP)' by merging the existing scheme of 'Prime Minister's Rozgar Yojana' (PMRY) with another scheme of this Ministry called 'Rural Employment Generation Programme (REGP).'
Disclosing this, Minister of Micro, Small & Medium Enterprises, Mahabir Prasad said, "People from rural as well as urban areas of the country are proposed to be benefited under this proposed scheme. Under this scheme, financial assistance in the form of subsidy/margin money is to be provided for setting up of units costing up to Rs. 25 lakh with increased levels of subsidy for smaller value projects and those taken up by beneficiaries belonging to marginalized sections of society."
The scheme has been proposed to be implemented through Kadhi and Village Industries Commission (KVIC), State/UT Khadi and Village Industries Boards (KVIBs) and District Industries Centres(DICS) of state Governments.
The details are under finalisation. The scheme is likely toF be launched in the first quarter of 2008-09.

Dsir I fear, the govt should consider some points of which beaurocrats cannot be or say, are not aware of---
1.excise duty, 2. labour laws
1.no excise duty upto turnover of 5crore(govt. is considering 3crore from now 1.5crore) should be charged, after that 50% of actual excise duty(rate of excise duty 8%,16%,so on) should be charged upto turnover of Rs.25 crore.. If actual rate of excise duty is 8% then 4% should be charged upto turnover of 25crore. By this way the manufacturers can be protected in some way by dumping of exporting countries, particularly China and Asian countries.
2. Labour laws--Almost MSMEs are indulged in/run mainly labour oriented factories so they should be given freedom from torturing labour laws/ dacoit labour officers.The MSMEs should be protected from any kind of govt. harrassment/exploitation as they provide employement also. Minimum simple conditions/laws can be applied as infact no boss(particularly MSME) wants to loose its old labour-skilled/semi skilled/even unskilled labour. He should be allowed to get rid of employee by paying genuine compensation like 3 months pay/salary for two years old employee, six months salary to 5years old employee and one year salary for 10years old employee.
As Govt cannot provide jobs to all so govt should encourage youngsters by this way also.

Dear Mr.Adithyakumar,
In the first place i appreciate your posting moreover your credible turnover.
Kindly approach any branch of Nationalised Bank or even any Urban Co-op Bank, you will be appreciated by them.
You can avail colateral free loan from Banks, visit CGTMSE / IDBI /SIDBI websites.
However your enterprise should have proper registration,approved premises by local authorities, so as to comply with lending institutions norms.
The desired loan apart, you may further your business potential by rendering your services to public sector enterprises for preferential consideration by them.
My wishes in your endeavour, please feel free to write for further clarificatins required, if any.

I have gone in depth where this type of schemes finally ends.
1.first approach a Nationalised Bank Who's manager should be first known by you or your aide.
2.you should possess immovable property as security for the fund amount U r going to take through DIC.
3. you should have proper Project report to satisfy and convince both bank manager and DIC officials.
4. Go for a training provided by DIC.
5. Ensure U start the project and repayment regularly.
6. then U can avail subsidy as per norms.
7. there will be no scheme available to those who want to start a business products related to NON-VEGETARIAN items.
8. Even Doing all these formalities there may not be scheme loan available for U.
BECAUSE THIS IS OUR INDIA AND POLICIES.

I do understand your apprehensions but required to be dealt with due diligence. Our India & it's Policies are aclaimed world over. The Indians, have to change their mindset.
All viable / feasible projects / business enterprises are funded by Banks subject to borrower[s] eligibility.
Pleasse go through all my posts on MSME's financing.
Be abreast with trends in MSME's finance instead of creeping or grudging w/o ryhme or reason.

GOI has stopped PMRY AND REGP on 31.3.2008 and it is 4 months and still not guidelines from KVIC, How can INDIA progress if the GOVT. is late in declaring by 4 months whereas Govt. employees Salaries are increased with retrospective effect of 3 years for not working efficiently

The Govt already took almost half a year in announcing the new scheme PMEGP in lieu of PMRY and REGP which were discontinued on 31st March, 2008. Even after the announcement of this scheme on 15th August, 08, detailed guidelines, formats and other details are yet to be notified. It is desired that the Govt should notify these details immediately so that the whole year may not be wasted.

Budget estimate 2008-2009 is 823 crores for whole INDIA. There is 610 distt. in India so allocation of this small amt is only Rs 1.34 crore for each distt. cant understand the implimentation of this scheme. only few persons can take the benifit of this new PMEGP Scheme.

I have studied the detail. STILL IT WILL TAKE 3-4 MONTH TO IDENTIFY BENEFICIARIES BY THE TASK FORCE HEADED BY DM/DC. VERY DIFFICULT TO GET A LOAN. SO MANY BOTTLENECK TO GET A LOAN. AFTER SANCTION OF LOAN 1ST UNDERGO TRANING FOR 2-3 WEEK THEN ONLY THE LOAN WILL BE DISBURSED. GO FOR PRAYER AT DIC OFFICE EVERYDAY TO GET THE LOAN.
